When you encounter with these questions use the reference interview to determine what the library user needs and use the skills that you have learned through your training sessions to provide the user with the best answer. If you realize users need a referral during your reference interaction let the user knows that you are referring him/her for more assistance.
Refer users to an on-call librarian. If librarians are not available at the time inform user that librarian is not available and follow the instruction.
